Social Tenant Access to Information Requirements (STAIRs)

We believe in being open and transparent with our customers. The Social Tenant Access to Information Requirements (STAIRs) give social housing tenants the right to access information about how their homes and housing services are managed. 

This page explains what STAIRs is, what information we publish, and how you can request additional information if you need it.

What is STAIRs?

The Social Tenant Access to Information Requirements (STAIRs) is a Government scheme designed to improve transparency and accountability across the social housing sector. It helps customers better understand how housing providers make decisions, deliver services and invest in their homes and communities.  

The scheme is being introduced in two stages: 

  • From 1 October 2026, housing associations must routinely publish key information about how they operate and manage their homes.  

  • From 1 April 2027, customers will be able to request specific information relating to the management of their housing, and housing providers will normally be required to respond within 30 calendar days.

Requesting information

From April 2027, eligible customers will be able to request information about the management of their housing under STAIRs. Requests must be made in writing and should clearly explain the information you would like to receive.  

We will make every reasonable effort to help you make a clear and valid request and will respond as quickly as possible 

Please note that there may be some circumstances where information cannot be shared, for example where it contains personal information, is protected by law, or falls outside the scope of the scheme.  

Reviews and complaints 

If you are dissatisfied with how we have handled an information request, you can ask us to review our decision. We will investigate and provide a response in line with the requirements of the scheme.  

If you remain unhappy following our review, you may be able to escalate your concern to the Housing Ombudsman Service.
